While I agree with the thought that designers who make changes just to be different should be taken out and shot, occasionally someone gets it right. Especially when the function is end user assigned and not hard coded in the program. You don't need to look at the key to know that F3 is your word processor's delete sentence key, but being able to look at it and see what is assigned is helpful to those who have not memorized all the function key assignments. If a word processor assigns "delete sentence" to F3 then it would make sense to change the label to "del sent" or something similar while that assignment is in effect. The rest do whatever the program tells them to do.

F1 now is a traditional Help key (Some keyboards even replace the "F1" label with "Help") but that is because programmers have treated that function key assignment as a de-facto standard. That is, their function is undefined until something checks for that keycode and does something. Um the reason they are called Function is because they are assigned a function by the user. The first complaint is that Function keys get functions assigned to them by the program being used. They are just about usable if you never have to leave OSX.
